Wilsie Bishop

Wilsie S. Bishop, D.P.A., is Vice President for Administration and Chief Operating Officer at East Tennessee State University. Prior to assuming that role in 2005, she served for eleven years as Dean of the College of Public and Allied Health and in various administrative positions at the university. A tenured professor, Dr. Bishop has taught in the baccalaureate and graduate nursing programs at ETSU and in the ETSU Master of Public Management Program. Dr. Bishop began her teaching career at Western Kentucky University. She has held clinical nursing positions in Richmond, Virginia; Hershey, Pennsylvania; and at the 97th Army General Hospital in Frankfurt, Germany.
Dr. Bishop's graduate study in public administration at the University of Southern California emphasized organizational theory and behavior. A student of organizations, Dr. Bishop's research focuses on Elliott Jacques' Stratified Systems Theory and the levels of complexity of work as it relates to an individual's capability and job satisfaction, as well as Gillian Stamp's Career Path Appreciation model.
Actively involved in institutional governance, Dr. Bishop serves on numerous university committees and has been instrumental in developing and setting policies for faculty and staff recruitment at ETSU since 1983. She chaired a university-wide task force on Cultural Diversity which identified eighteen recommendations to enhance the diversity of the ETSU campus including all aspects of student and faculty recruitment and retention, as well as identifying systemic changes to improve the campus climate as it relates to diversity.
Dr. Bishop has nearly twenty-five years experience as an accreditation visitor and chair for the Southern Association of Colleges and Schools, Commission on Colleges.
She and her husband, Paul Bishop, live in Kingsport, Tennessee.
